Information Services Corporation (TSX: ISC) has been selected by Ontario’s Ministry of Environment, Conservation and Parks (MECP) to design, build and operate a new digital records system under the Modernization of Property Information (MPI) Program. The agreement covers system design, security and privacy frameworks, quality assurance, testing and ongoing support, with ISC delivering the solution through its Registry Operations and Technology Solutions segments.

Under the contract ISC will begin implementation in August 2025, with the programme’s public-facing portal scheduled for launch in 2027. The arrangement is structured as an initial nine-year term comprising an expected two-year initial build followed by a seven-year operating period; extension options are available at the government’s discretion.

A central part of the work is the digitization and redaction of millions of legacy paper property records, replacing a largely manual Freedom of Information (FOI) process that the province says slows land-transaction workflows. Infrastructure Ontario and MECP note the scale of the task—tens of millions of paper records—and expect the digital service to reduce wait times for property information and support land-development decisions.

Government commentary accompanying the announcement underlined the policy intent: the MPI Program is designed to speed access to environmental property information tied to soil, water and contamination records, and to help the development sector move more quickly through due-diligence steps. The ministry has highlighted that it receives thousands of property information requests annually—requests that the digital portal aims to service more quickly and with less reliance on FOI processing.
