Telesat Corporation (TSX:TSAT), one of the world’s leading satellite operators, has entered a strategic partnership with the Government of Canada and MDA Space to deliver a next-generation military satellite communications capability for the Canadian Armed Forces. The collaboration focuses on the Enhanced Satellite Communications Project – Polar (ESCP-P), a multi-frequency MILSATCOM solution designed to support secure communications across Canada’s vast and remote Arctic territories. 

With more than five decades of engineering expertise, Telesat will guide the development of a modern MILSATCOM architecture that enhances secure operations and supports Canada’s commitments to NORAD and NATO. The program aims to elevate Arctic sovereignty by improving connectivity and operational readiness in an increasingly strategic region. 

Government-Industry Collaboration Enables Accelerated Defence Delivery 

The ESCP-P procurement is being overseen by the recently established Defence Investment Agency, which is using a strategic partner model to accelerate the delivery of complex defence programs. The partnership is the outcome of an extensive consultation process rooted in Requests for Information and reflects the government’s confidence in Telesat’s long-standing contributions to national security communications. 

Canadian officials emphasized that the project not only enhances military capability but also supports economic development nationwide. With a multi-billion CAD scope, ESCP-P will stimulate targeted investments, create high-value jobs and reinforce Canada’s position within the global space ecosystem. 

Boosting Domestic Innovation Through the ITB Policy 

The ESCP-P program falls under Canada’s Industrial and Technological Benefits Policy, which ensures that major procurements generate meaningful economic returns for the country. This includes fostering innovation, expanding the domestic defence and space sectors, and collaborating with small and medium-sized enterprises to build a competitive, future-ready supply chain. 

Telesat and MDA Space—two key players in Canada’s space landscape—will lead the development of secure, multi-frequency satellite systems capable of meeting demanding Arctic and northern operational needs. The enhanced communications infrastructure is expected to provide dependable connectivity to support surveillance, emergency response and defence operations across Canada’s northern regions. 

Government representatives highlighted the strategic significance of the investment, noting its impact on sovereignty, readiness and international defence commitments. Ministers Lightbound, McGuinty, Fuhr and Joly each underscored the importance of equipping the Canadian Armed Forces with reliable technology while fostering homegrown expertise and innovation.
