Buffalo Potash Corporation (TSXV: BUFF | OTCQB: BLPTF | FSE: VU5) announced it has received approval from the Saskatchewan Ministry of Environment to construct and operate the Initial Production Module at its Disley Project. The approval, designated Permit No. PC26-153, represents the final key regulatory milestone required for the company to complete construction and commence operations. With drilling and completions already finished and equipping underway, the company continues to target first potash production in Q1 2027.
Key Points
- Buffalo Potash Corporation (TSXV: BUFF | OTCQB: BLPTF | FSE: VU5) received Saskatchewan MOE approval to construct and operate the Disley Initial Production Module
- Permit No. PC26-153 represents the final key regulatory approval needed before construction completion and operations commencement
- The IPM is designed to produce 125,000 tonnes per annum of soluble-grade potash; first production targeted for Q1 2027
- Investors may watch for progression into Phase 3 brine circulation and satisfaction of permit conditions including groundwater monitoring plan approval
Saskatchewan MOE Issues Permit No. PC26-153 for Disley IPM
The approval was issued pursuant to The Environmental Management and Protection Act, 2010, and authorises construction and operation of a comprehensive suite of surface infrastructure. This includes above-ground and buried pipelines, brine and water storage tanks, pumps, processing equipment, electrical and utility infrastructure, secondary containment systems, modular buildings, roads, and stormwater management infrastructure. The permit is effective to April 30, 2027, with provision for extension, and applies exclusively to the IPM. Any subsequent development phases — including Disley East and Disley West — will require separate approvals.
Disley IPM Development Phases and Brine Circulation Preparations
Of the five planned IPM development phases, source and disposal wells and Horizontal Line-Drive drilling are both complete. Equipping is underway, and the company states surface construction at the IPM site can now advance in parallel with preparations for brine circulation, which is Phase 3. Brine circulation is described in the release as the stage where the company's patented Horizontal Line-Drive method establishes communication between injector and producer wells along the clay seam, developing the mining plane intended to feed the IPM processing facility. The approval is subject to conditions including submission of a Site Characterisation and Groundwater Monitoring Plan and compliance with air quality requirements prior to processing equipment operation.
Disley Project Scale and PEA Economics at Full Build-Out
The IPM is the first of three planned solution mining facilities at the Disley Project, located approximately 50 kilometres northwest of Regina and covering 10,610 hectares. At full build-out comprising the IPM and two 500,000 TPA facilities — Disley East and Disley West — the project would be expected to produce up to 1,125,000 TPA of potash. The company's preliminary economic assessment estimates an after-tax net present value of US$1.1 billion at an 8% discount rate and an internal rate of return of 30%. The PEA also estimates an IPM payback period of approximately 12 months from the start of production. Importantly, no mineral reserves have been established and the production decision is not based on a feasibility study, which the company acknowledges carries higher risk of economic and technical failure.
